In the Autumn of 2001 representatives from local community and arts, educational establishments and civic agencies from both Greenwich and Lewisham met to discuss emerging broadband internet and creative industry development for the area.

It was anticipated Lewisham and Greenwich agencies could appeal for Thames Gateway and regeneration funding and would benefit from a study of broadband internet access in the area. The BNDG was formed to steer this process. Its aims were to develop vocabulary and comprehension of the 'community area network' proposition and to equip the group members with a base of common knowledge and that this information would be made public.

During the weeks that followed it was agreed that research would proceed and a fund of £10k was pooled to underwrite its production costs. Due process required this work be put out to tender and a brief for the research work was arrived at and invitations to prospective consultants made.

James Stevens of SPC, one of the BNDG, was asked to work with technical representatives at four network node locations, arrange site survey and liaise with technical representatives at each, to build a pilot wireless network and collect information about the process to contribute to the research report. The objective was to establish wireless network nodes at each location, interlink them to provide local area network and share any internet gateways available.
